I added to the bottom of this blog, a link to a Youtube video I made to show you how to find your own high-value bling to polish.
First thing I want to say is that when you gift a bling, you have no right whatsoever to dictate who may or who may not polish it. Even the person to whom you gifted could block polishing by limiting to nobody or family only, or even unfriend you and then you have no say-so at all.
The original polishing limit was 10 per user you visited. I don't remember if there was a daily limit for total polishing by user level, I'm sure there was.
The ability to block polishing did not exist. The main recourse was to block anyone who polished what you didn't want polished, or if you polished less than ten or didn't rate/like them. I still have people blocking me over polishing from as many as three years ago.
The limits raised to 1000 per visit at level 63 and higher went into effect in the late Winter 2016. The ability to limit polishing to friends, family or nobody was added soon after.
The original level requirements for polishing were:
Going for Level 46: Have 20 Bling you gifted polished by a third party (not you nor the recipient) It has been removed October 2016.
Going for Level 49: Polish one Pony. Removed October 2016
Going for Level 54: Polish ONE Limited Edition every 30 minutes or less for 36 consecutive hours. White Knuckler
Going for Level 55: Polish 25 bling worth 50 or more credits.
Going for Level 56: Polish 50 bling worth 50 or more credits, a total of 75.
Going for Level 57: Polish 250 bling worth 100 or more credits, which started after both 25 and 50 bling worth 50 or more credits.
Going for Level 62: Polish 100 Fubics Cubes, after polishing 25, after polishing 10.
Going for Level 63: Polish 50 The Skeleton bling
Going for Level 64: Polish 69 Love Monsters
Change 1:
Going for Level 54: Changed to polish ONE Limited Edition bling every 30 minutes or less for 12 consecutive hours.
Change 2:
Going for Level 54: Polishing requirement removed
Going for Level 58: Changed to polish ONE Limited Edition bling every 30 mintues or less for SIX consecutive hours.
Change 3:
Going for Level 63: Polishing requirement removed
Change 4:
Going for Level 64: Changed to Polishing 50 The Skeleton Bling

Going for Level 54: Polish 500 Limited Edition Bling (after polishint 250, 100, 50, 25, 10, 5, and 1) Removed January 2017.

These changes are as best as I remember them. I invite people who have better memories to help me correct the above.
I used to help people at or approaching level 53 find 500 Limited Edition to polish, and now that's not needed, but I'll help people polish Limited most times if they ask.
I help people find bling at 100+ Credits to finish level 56, but it helps to know what people can look for on their own. Some days are better than others. It gets harder with more people locking or setting polishing to friends, family or nobody at all.
It has been said that if an account is inactive 30 days, their bling may be polished. I don't know the validity of this, whether the thirty days starts with their last transaction, or do they have to actually click "Log Out" before it to start. I come across some extremely dirty, almost "rusty" bling and can't for the life of me understand why they would not become polishable.
People have their own reasons for limiting or totally blocking polishing, and you have to respect that. Bling is the biggest part of what keeps this site free, so while it's frustrating to have to find someone else, or humble to have to ask, asking isn't as bad as you might think.
I'll put in a graphic to illustrate one of my pet peeves with polishing. I call them the polish hogs. Find all the bling they can polish it, and hit it every day, even if it means making it harder for others. There are no achievements for polishing more than 250 worth 100+ credits, or polishing more than 135 (total) of any of the big ticket (1000+) bling. Polishing extremes of any kind in my book is greedy.
