How about creating "freebie" and not so freebie achievements that can be earned only during happy hours?
- Be Cherry Bombed 1, 5, 10, 25, 50, 100, 250, 500, 1000 times during your happy hours
- Receive 25, 50, 100, 250, 500, 1000 profile comments during happy hours
- Leave profile comments on other people's pages during your happy hour 25, 50, 100, 250, 500, 1000 times- Altruize, give away all the points from your entire happy hour, including the bonus, to someone not your fubar spouse, nor anyone in your family.
All counts will be cumulative, and start back out at zero when one is completed. Numbers could go beyond 1000 for each.All the above achievements would not count from midnight through 9:00 AM fubar time.
One more idea for a freebie.Altruize a cumulative total of 100 Billion, 250 Billion, 500 Billion, 1 Trillion (maybe more) to user(s) who are not family or fubar spouse.
Mother Of All Powerups
Price To Be Determined - Have the power of a Rock Star, Likenado, and Cherry Bomb for the duration. Lasts 250 Billion Points or 24 hours. Additionally, this has a "reverse" Cherry Bomb feature, meaning you don't have to do the bombing. Other users come to your default album, and may click a "Bomb" this album button, getting you both the same points as a Cherry Bomb. Those users can return after SIXTY minutes and bomb you again. But WAIT, there's MORE.
For the Duration, your profile goes into OLD SCHOOL Polishing. First, ALL of your bling becomes instantly DIRTY and UNLOCKED. Users can polish only TEN bling each for the duration. When this ends, the normal limits return, and you may at that time restrict polishing from that point forward. If you decide to polish others, you will be limited to TEN per user you visit.
This could be modified to have a different point limit or NO point limit, OR the user's bling does not become instantly dirty, but would during their normal interval already established. Users will have to set their profile setting for polishing AFTER it ends. Hopefully this would get newer users to appreciate how Fubar bling polishing was originally.
I would roll this out as a "Free" Gift for both Giving and Receiving an entire Limited Edition Set. Those "Free" ones would be ran by the people who get one, and modifications can be made from that point before this is rolled out in the Bling Shop.
A whole plethora (large amount) of achievments can be made for these, including for users who come to a user who is running to bomb them.
There are so many achievments for receiving stuff from others, but what happens, is only a handful of people out there do the majority of the giving to all of the new users. Why not incentivize others to do more giving?

People who are at high levels, and who have been on fubar for a long time, see newer people rising to the same levels and not have to perform so many of the things they had to do. Only some of these requirements are achievements that people can earn.
Contrasting, people reach level 64 now, and have the requirement to earn 15,000 achievement points, and have as few as 6,000 achievement points. So in conjunction with the ability to reach level 49 in as little as a week after joining, combined with so many in a virtual log jam at level 64, why not bring back some of the old level requirements to provide two things.
1. Show some history to fubar with how leveling was done in the past.
2. Give users things to do to earn achievement points at level 64.
I would recommend that these get rolled out a few a time, maybe one to five of them per week. The following are some of my suggestions for newachievements. The number in parentheses is the level where it originated. Some of these achievments could be created to be available once a user reaches the level where it was originally required.
Fu-Own five different users at the same time (24) - 3ap
Become a member of 25 people's family (30) - 10ap
Match 10 users in Secret Admirer (34) - 3ap
Rate 50 users "1" while they are online (35) - 10ap
Use each of the abilities one time (37) - 10ap
Become a member of 100 people's family (37) - 25ap
Be rated "11" by 10 people who are lifetime rank 250 or higher (39) - 10ap

All bombing points and counters will work with Cherry bombs for the existing achievements, Air Power, Red Baron, Cherrygeddon, Being Bombed by others, etc.
It could be made a substitue for combination achievements such as Combo Five or that could be specifically not included (those achievements would have to be changed to say that EITHER CHERRY BOMB OR NIGHT BOMB can be used, or NIGHT BOMBS DO NOT COUNT). This can attract those who don't want to or cannot stay seated for a full hour.
Possible achievements:
Night Melt - 30 Albums
Night Ignitor - 45 Albums
Night Inferno - 58 Albums
It would change the "Serious Player" achievement which does not require a Night Star, to also not include this.

Land Mine (35 Credits) - Have your Default Photo Album bombed! When activated, anyone rating your profile photo will cause that album to be bombed with points equal to rating 250 photos an 11 (regardless of how many photos are actually in the album), for one hour. Next one may be activated four (4) hours after activating the current one.
While running, when somebody is on the default photo, there will be a button to "Step on the Land Mine" which will perform the automatic points for both involved. Since this is from other users doing the work, there will not be any delay, that would be too confusing, and nobody will like it. The user's profile rating will not reset like the other power ups. Auto 11's would do double points as it does with a bomb. A four hour delay can be played as a way to cool things off in the aftermath. If this appears to be unpopular, it could be modified to be "Next one may be activated 60 minutes after this one ends." People will like this because it will help them work on getting one photo rated 500+ times in a day. The person who steps on a Land Mine could get credit toward the 100,000 photo rates achievement.The person running the Land Mine would certainly get 10,000 photo rates in a day, so maybe new achievements for 25,000, 50,000 and 100,000 photo rates in a day. Introduce those achievements one week prior and let people wonder, "Are they crazy?"

APLand Mine Armageddon - Get one Land Mine Stepped on 200 times - 100 AP
Run a Land Mine for the first time
Run a Land Mine and a Cherry Bomb at the same time
Run a Land Mine during a Happy Hour (Could add the above as Happy Hour achievements the bomb)
I have a few wild thoughts about these.
1. How about having a few stipulations for the polishing LE. Bling you own, and bling you gifted, does not count.
2. Have a new achievement: Keep your bling polishing unlocked for seven days (168 full hours) - 25 AP, 30 days (720 hours) - 100 AP. Must be consecutive.
3. Create two new "Abilities". Lock your bling polishing - 6 Ability points. Unlock your bling polishing - 2 Ability points. You can only do these on yourself.
4. Polish 1000 LE Bling in the course of a single day - 3 AP. 2500 - 10 AP. 5000 - 25 AP. 10,000 - 100 AP.
There should be a limit on how many of any powerups anyone can purchase in one day. I would suggest SIX for RockStar, Likenado, Boomerang, Famplifier, Big Bang and 2X, and ONE for God Mode.
There should be a limit of 25 total powerups of any kind in a 24 hour period, and exceeding it will block purchase of power ups for 72 hours.
An alternative is to double the purchase price above six of any power ups and/or 25 total in 24 hours.
Yet one more alternative would be to impose a restriction of buying any power up that you currently own more than 2 days worth.
Have any other ideas? I want to make up something that many people can make the same suggestion to the Fubar Office, things are getting out of hand.

The new Altruize achievement was intended to serve an intended purpose, but it failed. I'll explain if you ask. Meanwhile, I want to suggest the following Altruize achievements:
Earn 10 people 1 billion points while altruizing them, who are not in your family, or your fubar spouse.
Altruize twice in the same day giving away all of your points.
Altruize a total of 25 billion points.
Altruize a total of 100 billion points.
