Today I was going out to run some errands, when I notice that one of my neighbors horses had gotten out of its pen. The horse was just grazing along the side of the road not causing any trouble. I wanted to get it back in its pen before it wandered out to the main road and possibly caused an accident. I returned it to its pen and noticed that the horse had no fresh water or feed. The horse looked a bit under weight and not groomed. I went back to my house and got some water and feed for the horse. The owners of the horse could not be found. My question is, should I try talk to owners about the condition of the horse or report this to the humane society?
