Consider that tax policy changes and military base closures initiated by the US Congress is responsible for much of the monetary problems in Puerto Rico. Puerto Rico has very limited power to influence Congress and protect itself. Companies have left, people have left and it's tax base has diminished to very low levels. Should the US help Puerto Rico with it's debt crisis?

A: Yes, the USA has really caused the problem and should help.

B: No, Puerto Rico refuses to be a state and the people that has bonds will be hurt most.
